The purpose of the study is to develop a conceptual model and determine the potential for transformation of labor resources against the background of technological challenges, development of transformation scenarios for the medium and long term, taking into account the asymmetry risks and new triggers in the labor market of Kazakhstan.

Stage 1 – 2024 – develop a conceptual model for the transformation of labor resources in the condition’s technological challenges Ways to implement the tasks: – in-depth study of the theoretical and methodological foundations for determination of the quality of labor resources and technological challenges; – classification and ranking of factors, organizational and economic conditions for the transformation of labor resources, identification of the characteristic features of their manifestation in the conditions of digitalization; – determination of criteria and index for assessment of the qualitative transformation of labor resources to ensure a balanced labor market; – analysis of world experience in effective transformation of labor resources, taking into account technological changes and justification of the possibility of their adaptation to the conditions of Kazakhstan.
Stage 2 – 2025 – determination of the potential for transformation of Kazakhstan’s labor resources against the background of technological challenges Ways to implement the tasks: – performance of a comprehensive analysis of the structure of labor resources (gender, age, regional, qualification and competence, industry distribution), etc.; – determination of the level of compliance of the qualitative characteristics of labor resources with the needs of the digital economy; – identification of asymmetries and new triggers in the labor market.
Stage 3 – 2026 – development of scenarios for the transformation of labor resources for the medium and long term, taking into account the asymmetry risks and new triggers in the labor market of Kazakhstan Ways to implement the tasks: – justification of the algorithm for transformation of labor resources, taking into account the asymmetry risks and new triggers in the labor market; – development of scenarios for the transformation of labor resources for the medium and long term; – justification of key directions for the formation of a market for quality labor resources in the context of the introduction of new technologies; – development of practical recommendations for transforming the structure of labor resources and ensuring their competitiveness.
Expected project results:
Stage 1 – 2024 – a conceptual model of the transformation of labor resources against the background of technological challenges will be developed, a classification and ranking of factors and conditions for the transformation of labor resources wil be given, the characteristic features of their manifestation in the conditions of digitalization will be identified, an index for assessment of the qualitative transformation of labor resources to ensure a balanced labor market will be proposed , the world experience of transformation of labor resources will be studied and the directions for its adaptation to the conditions of Kazakhstan will be substantiated.
Stage 2 – 2025 – the potential for transformation of Kazakhstan’s labor resources against the background of technological challenges will be determined, a comprehensive analysis of the structure of labor resources was carried out (gender, age, regional, qualification and competence, industry distribution), etc., the level of compliance of the qualitative characteristics of labor resources with the needs of the digital economy will be determined; asymmetries and new triggers in the labor market will be identified.
Stage 3 – 2026 – scenarios for the transformation of labor resources for the medium and long term will be developed, an algorithm for the transformation of labor resources will be substantiated, taking into account the asymmetry risks and new triggers in the labor market, key directions for the formation of a market for quality labor resources in the context of the introduction of new technologies will be substantiated, practical recommendations for transforming the structure of labor resources and ensuring their competitiveness will be developed.
Results for 2024:
A conceptual model of the transformation of labor resources against the backdrop of technological challenges has been developed, a classification and ranking of factors and conditions for the transformation of labor resources has been given, the characteristic features of their manifestation in the conditions of digitalization have been identified, an index for assessing the qualitative transformation of labor resources in ensuring a balanced labor market has been proposed , the world experience of transformation of labor resources has been studied and the directions for its adaptation to the conditions of Kazakhstan have been substantiated.
Four articles have been published in the proceedings of the international scientific and practical conference.
Results of the 1st quarter for 2025:
A comprehensive analysis of the structure of labor resources (gender, age, regional, qualification and competence, industry distribution) etc. will be carried out.
Two articles have been published in peer-reviewed scientific publications indexed in the Science Citation Index Expanded of the Web of Science database, and (or) in peer-reviewed scientific publications with a CiteScore percentile in the Scopus database.
Two articles have been published in a peer-reviewed domestic publication recommended by the Committee for Quality Assurance in Science and Higher Education of the Ministry of Science and Higher Education of the Republic of Kazakhstan.
