Building up highly intelligent human resources in the conditions of digitalization of the economy of Kazakhstan: problems and prospects

Annotation

Project goal is study the theoretical and methodological foundations for strengthening the high intellectual personnel potential of the economy of Kazakhstan in the context of digitalization and develop practical recommendations for modernizing the use of personnel in the economy.

Project tasks:

Stage 1, 2023 – To explore the theoretical and methodological foundations of building and strengthening highly intelligent human resources in the context of digitalization of the economy of Kazakhstan;

Stage 1, 2024 – To develop an author’s methodology for assessing the intellectual development of personnel in the digital environment and its testing in the regions of the Republic of Kazakhstan;

Stage 1, 2025 – To develop mechanisms for building and strengthening the highly intelligent human resources potential of the economy of Kazakhstan in the context of digitalization.

Expected results:

Stage 1, 2023 – development of a theoretical and methodological basis for building and strengthening highly intelligent human resources in the context of digitalization of the economy of Kazakhstan;

Stage 1, 2024 – development of the author ‘s methodology for assessing the intellectual development of personnel in the digital environment and its testing in the regions of the Republic of Kazakhstan;

Stage 1, 2025 development of mechanisms for building and strengthening the highly intelligent human resources potential of the economy of Kazakhstan in the context of digitalization.

Results for 2023:

Theoretical aspects of the formation and enhancement of high-intellectual human resource potential have been studied. The factors and principles for strengthening human resource potential in the context of digitalization have been identified. International experience in the development and enhancement of high-intellectual human resource potential in the digital environment has been analyzed. Existing methodological approaches to strengthening high-intellectual human resource potential have been systematized.

Results for 2024:

The author’s methodology for assessing the impact on the economic development of personnel in the context of digitalization has been developed. The current state of personnel in the regions of the Republic of Kazakhstan is analyzed. A mixed sociological survey was conducted to determine the specifics of personnel functioning in the labor market. The author’s methodology has been tested.

4 articles have been published in domestic and 1 article in foreign publications.

Results of the 1st quarter for 2025:

Practical recommendations for modernizing the utilization of human resources in the digital economy are being developed, and the priority areas for strengthening and enhancing high-intellectual human resource potential are being substantiated.

3 have been submitted to domestic journals, and 2 articles to international journals.
