DISCUSSIONS ON ENHANCING KAZAKHSTAN’S REGULATORY POLICY HELD AT NARXOZ UNIVERSITY

In the context of the strategic objectives outlined in the Address of the Head of State, Kassym-Jomart Tokayev, to the people of Kazakhstan on 8 September 2025, and in commemoration of the 10th anniversary of the adoption of the Entrepreneurial Code of the Republic of Kazakhstan, Narxoz University hosted an international scientific and practical conference dedicated to the development of regulatory policy and the modernization of the country’s economic and legal system.

The event, organized by the Eurasian Institute for Economic and Legal Research in cooperation with the National Chamber of Entrepreneurs “Atameken,” brought together leading judges, representatives of government agencies, the business community, and academia from Kazakhstan, Russia, and Uzbekistan. The forum served as a key platform for expert analysis of a decade of entrepreneurial law and for identifying new directions for the constitutionalization of economic principles in the context of digital transformation.

Experts emphasized the need to strengthen mechanisms for legal protection of businesses, transition to a partnership-based regulatory model, adapt entrepreneurial legislation to the requirements of the digital economy, and harmonize legal norms within the Eurasian Economic Union.

Based on the outcomes of the conference, recommendations were prepared for government bodies and business associations. These include proposals for updating the Entrepreneurial Code, developing a Digital Code of Kazakhstan, and establishing a comprehensive roadmap aimed at reducing the administrative burden on businesses by 2030.
