The Institute of Economics hosted a roundtable dedicated to the constitutional foundations of the country’s socio-economic development. The institute’s director, Doctor of Economics, Professor Sadykov E.T., delivered the opening remarks.
Leading scholars of the institute took an active part in the discussions. Academician, Doctor of Economics, Professor Satybaldin A.A. noted that as society evolves and public relations undergo gradual transformation, social structures must evolve accordingly. He commended the constitutional entrenchment of science as a normative principle, expressing confidence that this will provide fresh impetus for improving the quality of scientific research. The speaker placed particular emphasis on food security, the creation of sustainable employment in rural areas, regional development and the revitalization of the aul, as well as the strengthening of Kazakhstani national identity as a critical driver of socio-economic progress.
Candidate of Economics, Professor Brimbetova N.Zh. underscored the importance of preserving healthcare and education as constitutionally guaranteed social goods, noting that access to free medical care and education represents a cornerstone of social justice and the sustainable development of society.
Doctor of Economics, Professor Kalieva S.A. drew attention to the secular character of the Constitution, particularly in the realm of education, and emphasized the significance of intellectual property protection and digital technology development as key prerequisites for building a knowledge-based economy. In her view, the constitutional provisions will foster a favorable legal environment for investment and inject new momentum into regional development.
Candidate of Economics, Professor Chigarkina O.A. raised the issues of environmental security and nature conservation, highlighting the need to strengthen environmental regulations and oversight of the rational use of natural resources. She stressed in particular that natural resources constitute public patrimony, and their preservation is the foundation of the country’s sustainable and balanced development.
Candidate of Economics Dauranov E.N. addressed questions of sound public administration and the institutional development of the political system, noting that a broad expert community was engaged in the drafting of the Constitution.
Other staff members of the institute also contributed actively to the discussion. Doctor of Economics, Professor Tleuberdinova A.T. highlighted the pivotal role of the state language and national identity in strengthening social cohesion. Doctor of Economics, Professor Dnishev F.M. focused on the development of the knowledge economy and the growing role of scientific capacity in the modernization of the national economy. Candidate of Economics, Associate Professor Turkeeva K.A. underscored the importance of prioritizing national legislative acts and strategic documents over international treaties in safeguarding the state’s national interests.
In summarizing the roundtable, participants unanimously emphasized the importance of continued scholarly inquiry into the constitutional foundations underpinning the development of Kazakhstan’s knowledge economy, social policy, and sustainable development agenda.
