The tasks of project:
First stage (2024). Based on the study of theory and world practice, to identify the essence and factors of the emergence of imbalances in the development of the economy and social sphere of the country’s territories, to substantiate the principles of their levelling.
Second stage (2025). By studying the existing methods of assessing the level of regional imbalance and their adaptation to the conditions of Kazakhstan, to develop a methodological approach and on its basis to determine the scale of economic and social imbalances in the problem regions of Kazakhstan; to identify the main risks for their sustainable development.
Third stage (2026). Based on the revealed scale of the imbalances of the economy and social sphere in the problem regions of Kazakhstan and the risks to their sustainable development, develop possible scenarios and regulatory mechanisms to level the imbalance and ensure economic growth while improving social conditions and the quality of life of people.
Expected results of the study:
First stage (2024) – the essence and factors of the emergence of regional imbalances in the economy and social sphere will be revealed, the principles of their leveling will be substantiated.
Second stage (2025) – methodological approaches adapted to the conditions of Kazakhstan will be developed and an assessment of the scale of regional imbalance in the socio-economic development of problem regions of Kazakhstan will be given, the main risks and negative consequences of their preservation/increase will be identified.
Third stage (2026) – possible scenarios and mechanisms for regulating the development of problem regions of Kazakhstan will be developed, contributing to the alignment of economic and social development from the position of ensuring economic growth while respecting social sustainability principles.
Results for 2024:
The essence and factors of the emergence of imbalances in developing the economy and social sphere of the country’s territories are revealed. The international experience of overcoming the imbalance of socio-economic development of the country’s territories is studied and summarized; the basic principles of leveling the imbalances of economic and social development are substantiated.
7 articles have been published in Russian publications.
A round table “Inclusive and sustainable development of Kazakhstan: a regional perspective” was held with the participation of domestic and foreign scientists (December 20, 2024). A resolution with recommendations on improving the regional development of the economy of Kazakhstan was adopted.
Results of the 1st quarter for 2025:
Methods for assessing regional imbalances in world theory and practice were studied and adapted to the conditions of Kazakhstan. Work is underway to develop a methodological approach for identifying the scale and trends of changes in economic and social imbalances.
A collection of materials was published based on the round table results. It was edited by Doctor of Economics N.K. Nurlanova and published by the Institute of Economics of the National Academy of Economic of the Republic of Kazakhstan in Almaty in 2025. The book is 381 pages long and has the ISBN 978-601-215-237-1.
Five articles were published in Kazakh publications.
