Science in the digital environment: research practice models, network infrastructure and digital tools

Analysis of the level of digital readiness of science in Kazakhstan.

The purpose of the first stage (2018 y.) – to research the existing theories of development of digital infrastructures and models of digital social research, to develop the concept of a digital portal for evaluating the effectiveness of scientific potential and a model of the architecture of the information system of IE.
The main results of the first stage of research (2018 y.):
– on the basis of studying and generalization of the evolution stages of development and transformation IT identifies the main technological trends on which to build a modern digital platform of global importance in the run-up to “Industry 4.0;
– the main elements of the digital infrastructure of social research are identified, consisting of a set of unifying concepts, axioms and relations in the field of social research;
– The significance of the development of the concept of scientometric indicators and methods for assessing scientific research is substantiated; the classification of prevailing approaches to assessing scientific potential is given; Scopus and Web of Science, the leading digital publishing process management platform, were reviewed;
– stages and tasks of the information model of the Institute of Economics system have been developed; The adaptive design of the multifunctional WEB-model of the Institute of Economics information system was developed.

The purpose at the second stage (2019 y.) – to analyze the level of digital readiness of Kazakhstan, models of digital social research, assess the scientific potential and effectiveness of scientific research, develop a prototype of the information system architecture of IE.

The main results of the second stage of research (2019 y.):
– a methodology for assessing the level of scientific and technological development, a digital environment and infrastructure was developed, and its testing was carried out;
– the analysis of modern models of social research in the development of digital infrastructure was carried out and the choice of the most acceptable digital social research models for Kazakhstan was substantiated;
– an assessment of the level of scientific potential and the effectiveness of scientific research by bibliometric criteria;
– algorithms and standards were developed for the model of the information system, transitions (actions) of the user of the WEB model of the information system of the Institute of Economics, and its testing was carried out.

The purpose in the third stage (2020 y.) – to develop scientific-practical advice, strategic direction and mechanisms of development of digital infrastructure for research and development in the transition to Industry 4.0, as well as to introduce new information resources of the Institute of Economics and their approbation.
Main results of the third stage of research (2020 y.):
– the strategic directions of the introduction of digital resources in scientific activity based on the development of its key components, in particular, the development of the open science model, the development of scientific networks, the development of technologies and methods of data science (Data Science);
– research of information resources in educational and scientific activities, as well as to analyze the state policy of their implementation in Kazakhstan and other countries, including the OECD;
– mechanisms for the introduction of information services are justified, taking into account the adaptation to the conditions of Kazakhstan, effective mechanisms for the introduction of digital services and software platforms in scientific activities are developed;
– the main provisions of the Concept of the Digital Portal for Assessing the Scientific Potential and Effectiveness of Scientific Research based on an automated system for evaluating the scientific productivity of scientists, which will allow evaluating the scientific potential and effectiveness of scientific research in the whole country and each organization, are presented;
– digital and information resources of the information system model of the Institute of Economics of the KN MES RK were developed, and their testing was carried out with placement on HTML links (jesp.ieconom.kz, ieconom.kz, books.ieconom.kz).
